Your best option would be to out source this, particularly if it is going to be a regular thing. It will take a very long time to send the email. Exchange will send the email out as individual messages for each user unless you are using a smart host to send email. Exchange is a very poor bulk emailing tool and you should really find something else to do it for you. Simon.Simon Butler, Exchange MVP Blog | Exchange Resources | In the UK? Hire Me.

Hi yehia, Question 1 and 2, it is just as Simon said, it may take a long time to send the email. Question3: When you send email to 170 users in different Exchange Server (outside the company), Exchange will send the email out as individual messages for each user. When you send email to 170 users in the same Exchange Server, Exchange will only send one email to that server (outside the company).
